Houston Graduate School of Theology Campus Security Policy and Crime Report – Fall 2013

In fulfillment of the U. S. Department of Education’s regulations under the Jeanne Clery Disclosure of Campus Security Policy & Campus Crime Statistics Act relating to the Student Right- to-Know and Campus Security Act, that require all public and private post-secondary educational institutions participating in federal student aid programs to publish an annual report that contains three years of campus crime statistics, security policy statements and procedures for the reporting of crimes, the following is Houston Graduate School of Theology’s Campus Security Policy and Crime Report for the 2012 – 2013 Academic Year.

The following report contains a number of important policies and procedures concerning campus security and crime prevention. We wish to make you aware of them in order to encourage you to take responsibility for your safety and security, as well as that of your fellow students and co-workers.

All of us have a common interest in maintaining a safe learning and teaching environment. Take precautions to secure your valuables and those of the school. Unattended rooms should be locked, valuable possessions should not be kept in open view, and strangers in school buildings should be reported. Always lock your car and use a physical or electronic security system. The seminary makes every effort to maintain a safe and secure environment, but if you notice areas of our buildings that need repair and maintenance or need lighting replaced, or if you have suggestions that will help us improve the safety of our school, please notify either Jocelyn Hudson at the main reception desk or Janell Ray in the Business Office.

Keep this report handy for future use. It contains information on how to contact the police department and other important safety information. Thank you for being attentive to your own safety and that of other students and associates.

Campus Security Personnel and their responsibilities: HGST does not have an on-campus police or security department. Various HGST employees monitor the safety of school personnel and property. This includes:

  • Janell Ray (CFO) is the designated security officer and the first line of communication with our security monitoring service and the Houston Police Department.
  • Janell Ray manages the access of all non-HGST personnel to the rest of the facility.
  • Jan Kennard (Director of Library Services) trains and supervises all library staff members, who are responsible for building opening and closing procedures, including setting the alarm system.
  • The Business Office is responsible for reporting crime statistics on an annual basis to the U.S. Department of Education and all participants of the HGST community.

Reporting Crime or Incidents on Campus: HGST students, faculty, staff, and guests from the local community are encouraged to report all crimes, suspected crimes, or other public safety related issues occurring on campus by taking the following steps:

  1. If you witness an emergency that involves immediate danger to life or property, first dial 911 to secure help. If you are involved in the emergency and unable to take action for yourself, please ask any bystander to dial 911.
  2. If you witness or are involved in a situation in which immediate danger does not exist, notify the individual working at the main Reception Desk. If it is outside of HGST normal hours of operation (MTW 8:30 am – 4:30 pm; Th 8:30 am – 7:00 pm; F 8:30 am – 3:00pm), but classes are in session, notify the individual on duty at the front desk of the library.
  3. Within 48 hours of the incident, please submit a written report to Janell Ray (CFO). The Incident Report Form can be found in Appendix A of this publication and may be emailed to Janell Ray at jray@hgst.edu or faxed to her attention at 713-942-9506.

Types of Crimes that must be reported: The Clery Act requires institutions to disclose statistics for any of the following that occur on campus or on public property adjacent to the campus:

  • Murder/Non-negligent manslaughter
  • Negligent manslaughter
  • Sex offenses – Forcible and Non-forcible
  • Robbery
  • Aggravated assault
  • Burglary
  • Motor vehicle theft
  • Arson
  • Any other crime involving bodily injury
  • Any of the above mentioned offenses when committed as a hate crime
  • Arrests and referrals for disciplinary action for illegal weapons possession and violation of drug and liquor laws.

If you are a witness to or a victim of any crime in any of these categories, please use the reporting procedures above.

Timely Warnings: In the event that a situation arises, either on or off campus, that, in the judgment of the President, Acting Academic Dean, or CFO at HGST, constitutes an ongoing or continuing threat, a campus wide “timely warning” will be issued. The warning will be issued via e-mail and posted notices on designated bulletin boards throughout the facility. Depending on the particular circumstances, especially in situations that could pose an immediate threat to the community and individuals, a notice will also be posted at www.hgst.edu/security, providing the seminary community with more immediate notification. Anyone with information warranting a timely warning should report the circumstances to Janell Ray (CFO) or Chuck Pitts (Acting Academic Dean) at 713-942-9505.

Disclosure of Crime Statistics: HGST prepares this report annually to comply with the Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics Act. The full text of this report is located on our web site at www.hgst.edu/security.

Campus crime, arrest and referral statistics include those reported to the designated campus officials and to local law enforcement agencies. Statistics for crimes that occurred in private residences or businesses are not included. Statistics for crimes occurring on public property were provided by the Houston Police Department.

Each year, an e-mail notification providing the web address to access this report is sent to all enrolled students, faculty and staff. All prospective employees may obtain a copy from the CFO or from the web-site.

Confidential Reporting Procedures:

If you are the victim of a crime and do not want to pursue action within the HGST system or the criminal justice system, you may still want to consider making a confidential report. With your permission, the CFO can file a report on the details of the incident without revealing your identity. The purpose of a confidential report is to comply with your wish to keep the matter confidential, while taking steps to ensure the future safety of yourself and others. With such information, the Seminary can keep accurate records of the number of incidents involving students, determine where there is a pattern of crime with regard to a particular location, method, or assailant, and alert the campus community to potential danger. Reports filed in this manner are counted and disclosed in the annual crimes statistics for the institution. If you would like to make a confidential report, write “confidential” on the incident report and give it directly to the CFO, and it will be kept confidential.

Facility Access:

HGST operates within a single, one-story facility with only three doors for public access. During hours of operation (MTW 8:30 am – 4:30 pm; Th 8:30 am – 7:00 pm; F 8:30am-3:00pm), the facility is open to students, employees, contractors, guests, and invitees. During evening and weekend classes, the facility is open to students, employees, guests, and invitees, but not to contractors or the general public. Outside of normal hours of operation, the facility is locked, with access only by key and personal security code. Emergencies may necessitate changes or alterations to any posted schedules.

Security Awareness Programs:

Once each year, in the fall, when this report is published, all HGST faculty, staff, and current students are reminded of their roles in providing and maintaining a safe campus environment. New students receive this information during the orientation sessions prior to their first semester. Additionally, all employees receive periodic refresher training on lock-up and security procedures.

Drug and Alcohol Use/Abuse Policies:

The seminary facility has been designated as “drug free” and only under certain circumstances is the consumption of alcohol permitted. The possession, sale, manufacture or distribution of any controlled substance is illegal under both state and federal laws. Such laws are strictly adhered to on the seminary campus.

Violators are subject to criminal prosecution, fine and imprisonment. It is unlawful to sell, furnish or provide alcohol to a person under the age of 21. The possession of alcohol by anyone under 21 years of age in a public place or a place open to the public is illegal.

HGST offers confidential drug/alcohol abuse assistance through its Counseling Department. We do so not only to comply with legislation, but also because our desire to model a wholesome lifestyle called for by our commitment to God. The unlawful manufacture, distribution, dispensing, possession or use of a controlled substance on our property or as part of any of our activities is prohibited.

HGST supports all local, state, and federal laws relating to the possession, use, or distribution of controlled substances on campus.

Counseling and Treatment Resources Available:

Should a student or employee find themselves having personal problems involving substance abuse, confidential treatment resources are available. Referrals may be obtained from any faculty member in the counseling program.

Sex Offenses:

The FBI’s National Incident-Based Reporting System (NIBRS) defines a sex offense in general as “any sexual act directed against another person, forcibly and/or against that person’s will; or not forcibly or against the person’s will where the victim is incapable of giving consent.”

The Clery Act was further amended in October 2000 by the Campus Sex Crimes Prevention Act. Beginning in 2003, institutions are required to notify the campus community where law enforcement agency information provided by a state concerning registered sex offenders who are on campus may be obtained.

Reporting Procedures: Any sex offenses as defined above should be reported using the same procedures outlined earlier in this document.

However, these additional procedures will be followed when a sex offense has occurred:

  • Campus personnel will assist victim in reporting to authorities.
  • Campus personnel will encourage victim to preserve any existing evidence for the authorities.
  • HGST will assist victim in obtaining counseling resources.
  • If student requests an academic change as a result of the offense, the institution is obligated to comply with the request.

Procedures for disciplinary action in cases of an alleged sex offense are outlined in the Operations Manual (if the accused is an employee) and the Student Handbook (if the accused is a student).
